Decomposition of the Complex Economic Value of Non-Commodity Outputs of Agriculture: Implications for Policy Design

Abstract:
A better understanding of the different values of multifunctional agricultural production could increase the contribution of local agriculture to social welfare and sustainability of regional development. Processes of evaluation allow the internalisation of non-commodity outputs into the commodity framework to drive socially optimal decisions about resource allocation in agriculture.
Decisions in such complex policy fields are quite often inefficient, because it is not possible for decision makers to consider relevant aspects of the different options and their impacts on various groups of the society. Thus this paper intends to discuss how non-market evaluation of non-commodity outputs based on multi-criteria decision analysis could help to reduce inefficiencies in policy-decision making.
